Understand your requirements

Good to know

Is 35 × 45 mm always 413 × 531 pixels?

Only at 300 DPI with whole-pixel rounding. Changing DPI changes the calculated pixel dimensions.

Does the file contain 300 DPI metadata?

No selected DPI value is written into the file. Browser encoders may add their own default metadata, so the calculated print size and embedded resolution are different things.
