Understand your requirements

With a 100 KB ceiling, the highest-quality encode may already fit. A file need not be exactly 100 KB: below the maximum is valid unless the portal also states a minimum. If the target cannot be reached with locked dimensions, the result is marked NOT READY. No extra bytes are inserted to meet a minimum.

Will my signature be exactly 100 KB?

The target is 100 KB or less, using 1 KB = 1,024 bytes. The engine keeps the highest tested quality that fits; it does not pad the file.

What if 100 KB cannot be reached?

Keep the exact dimensions if the portal requires them. Try a tighter crop or JPG; otherwise allow flexible dimensions. An unmet limit is shown as a failed check.
